Claude Skills, graph/RAG tools, MCP discovery, and memory/context stores all have the same adoption gap: a surface can be available without proving it was actually agent-visible, loaded, cited, or used.
Context Receipts is a focused Claude Code skill for producing privacy-safe evidence around those boundaries: selected source paths, target agent paths, retrieved/cited refs, no-skills/no-retrieval negative claims, and whether runtime capability changed — without copying raw private prompts, tool outputs, retrieved documents, secrets, or env values.
