Adds SkillCompass, a local-first skill quality evaluator for Claude Code / OpenClaw.

What it does

• Scores skills across 6 dimensions (Structure, Trigger, Security, Functional, Comparative, Uniqueness)
• Identifies the weakest dimension so you know exactly what to fix next
• Suggests targeted fixes and tracks quality over time
• Batch audit for all installed skills

• Added skill-compass/SKILL.md folder following the repo template
• Added README entry under Development & Code Tools in alphabetical order
