Summary

adds a context-receipts development skill
helps verify what agent context was loaded, deferred, summarized, or suppressed
focuses on privacy-safe receipts for Tool Search, lazy MCP loading, skills, RAG/memory, and subagent boundaries

Real-world use case

Claude Code / OpenCode / Cursor users are adopting Skills, MCP Tool Search, and progressive disclosure to reduce context bloat. This skill gives them a small audit checklist so they can prove the workflow stayed deferred without logging raw prompts, schemas, retrieved docs, tool args, or tool results.

Testing

Updated this PR to match the current listing validator:

net PR diff is now README-only (README.md)
the Context Receipts entry now links to the external Pluribus skill URL instead of a local ./context-receipts/ folder
removed the bundled context-receipts/SKILL.md from this PR so the directory remains an index entry, not an embedded skill copy
ran the repository validator logic locally against master and the current branch: OK local validator
git diff --check passed

Current head: c6f2452. Socket checks are green; ready for maintainer review.
