Summary

Adds getConsumerTopicSendEligibility which checks the contact's global unsubscribe flag and Product Guides topic subscription before sending.
Wires the eligibility check into activation-emails so activation/consumer emails are skipped for unsubscribed users or topic-opted-out contacts.

Set a Resend contact to unsubscribed=true, run the activation workflow for that email, and confirm no email sends.
