[codex] Show custom OAuth callback default in dashboard

Default the visible Dashboard oauth_redirect_uri field to the v3.1 callback when the callback field is shown for custom OAuth/DCR auth config creation.
Derive the callback from NEXT_PUBLIC_BACKEND_URL plus /api/v3.1/toolkits/auth/callback, matching the backend host configured for that Dashboard environment.
Preserve existing/manage behavior: saved values win, and legacy configs missing a redirect URI stay blank in edit mode instead of being silently rewritten.
Removed the previous dependency on Apollo auth-type-specific toolkit metadata; no public API metadata contract change is required.
