add connect-time controls to create a new shared connected account, preserving the API default deny-by-default ACL unless allow-all is enabled
add ACL-only editing controls in the connected account drawer for accounts already returned as SHARED
avoid post-auth account_type mutation controls and keep PATCH requests scoped to acl_config_for_shared
