Add a read/write permissions grid to the Create API key dialog when project-api-key-scoped-permissions is enabled, with Read All / Write All bulk toggles, per-resource checkboxes, and read-all defaults on open
Wire create/list flows to Apollo scoped permissions: permission catalog query, permissions payload on create, and permission labels in the API keys table
Fix local internal-dashboard JWT issuer resolution so the permissions catalog loads on localhost

Enable project-api-key-scoped-permissions in LaunchDarkly and open Settings → API Keys → Create API key
Confirm the permissions grid renders with Read All pre-selected and unsupported cells show -
Toggle individual read/write permissions and verify Read All / Write All indeterminate states
Create a key with default read permissions and confirm it appears in the table with scoped access labels
With the flag off, confirm the legacy proxy-execute checkbox flow still works
Verify API keys list still loads in local dev
