Adds a GitHub Actions workflow that triggers a rebuild of the Zen agent's Modal base image when code changes are pushed to the next branch
Monitors changes in cortex/, api/, common/, watchdog/, pyproject.toml, and uv.lock
Uses the same GitHub App token pattern as hermes and frontend repos
