Summary

Reopens the work from #10330 as a clean PR off production so the diff only contains the 4 new endpoint files (the previous PR's diff included unrelated commits that master had over production).
Adds resource-root internal-dashboard endpoints replacing the misleadingly-named consumer/* set (which already accepts any project nano id, not just consumer projects):
- GET /api/internal-dashboard/tools
- POST /api/internal-dashboard/auth-configs
- GET/PATCH/DELETE /api/internal-dashboard/auth-configs/{nanoid}
- POST /api/internal-dashboard/tools/execute/{tool_slug}
All four take x-project-id + dashboard JWT + WorkOS access token; scope by project via verifyProjectMembership. Response shapes mirror the public v3/v3.1 routes so the dashboard tRPC layer can pass through unchanged.
consumer/{tools,auth-configs} intentionally left in place for backward-compat — will be deprecated in a follow-up after the dashboard switches over.

Unblocks dashboard migrations of toolkits-listing.tsx, schema-changes.tsx, tool-execute-view.tsx, and the developer-surface auth-configs-listing.tsx.

Test plan

Typecheck on the four new endpoints
Verify dashboard tRPC procs wired to these endpoints return identical shapes to the public v3 routes
